JoAnn M. Carmen, 76, of  Narvon, PA, passed away on Friday, December 17, 2021 at the Ephrata Community Hospital. She was the wife of the late Joseph C. Carmen who died in 2006. Born in York, PA, she was the daughter of the late David Leppo, Jr. and Betty Carpenter Leppo Rider. 

JoAnn became known and loved in the Parkesburg Community starting back in the early 1970's when her and her late husband owned and operated Carmen's Restaurant which was located in downtown Parkesburg. Years later, JoAnn was employed, up until the time of her passing, by the Parkesburg VFW as office manager. 

She is survived by three children; Tammy Schapansky and husband Gary of Loris, SC, Jodi L. Rice of Narvon and Joseph C. Carmen and wife Naomi of Morgantown, PA, 10 grandchildren, four great grandchildren, two sisters; Robin Stump of Holly Ridge, NC and Kim Weibley of Mt. Wolfe, PA and her dear companion J. Alan Nafe. She was preceded in death by one daughter Malissa J. "Missy" Carmen and one brother David Leppo, III.

Funeral services will be held on Tuesday, December, 28, 2021 at 3:30 PM at the Parkesburg VFW Post 4480, 406 W. 4th Ave., Parkesburg, PA. Family and friends are also invited to attend the viewing there from 1:00 PM to 3:30 PM.

Dear JoAnn,

On many occasions, after answering your call, I'd smile. As was always the case, that call was spurred by a request for a "favor". That favor was to do something for someone, or some event to help another in need. Always.

As I make my way on this journey and face obstacles that, at the moment, seem insurmountable. I pause and think WWJD (What Would JoAnn do)? Lo and behold a solution (usually with your help) would present itself. In the light of your moving on I wish you know know grateful I am for having you in my life. I along with everyone who had the pleasure of your company will miss you and honor your memory by endeavoring to do what you did so well. Put others first.  What a legacy, indeed.

Thank you dear Joann for being such a good friend. You were always thinking of others, checking up on us and asking what you could do to help. We were heartbroken to hear of your passing. You were always kind to both Jim and I. Inviting us to events. Jim loved and felt honored to drive his corvette in the Memorial Day Parade. Thank you for your love and commitment to our community and area veterans. We will miss you dearly.

I want to focus on the good that my dear friend represented as well as her making things happen. Admire your uniqueness!!! You were a pillar in the Borough of Parkesburg someone has to have huge shoes to fulfill or to replace the impression you left in our community (THANKS), not an easy task for the next person.  Well talk about it the next time we meet (LOL).  I count it all pure joy whenever I were in your presence, and the many conversations we shared.   Rest in Heavenly peace my dear friend your work is done here on earth.        Always will remember you, but never ever forgotten.   Love ....    Rhett

JoAnn,

Although I only had the pleasure of meeting you once I have heard stories.  You brought a smile to my face the day of my dad's funeral.  Your sincere kindness, caring, and the send-off of Sambucca were comforting on an otherwise miserable day.  I had to laugh, and I know dad was too.  I hope George was waiting to return the favor upon your arrival.

To your family and friends,  please accept my deepest condolences for your loss.  I wish I had the words to say to ease your pain.  I know you will miss her, and I will keep you in my prayers.

We only knew JoAnn for three years but are grateful for the opportunity she gave us to perform for the fine folks at Post 4480. She was always kind and fair with us in our musical matters (a rarity in the music booking business). JoAnn, you will be missed. I liked Joann a lot. She was a friendly and warm soul. I will miss her calling me up to discuss a situation and her always starting off the conversation by calling me...."Denny" - Parkesburg lost another good one. My condolences to the family and to the VFW as a whole.

Very hard to believe all this happened so fast! I went to Florida for 8 weeks.. my sister calls me and says she is sick and scared…we talked every day and FaceTimed up until the last day of her life here on Earth. Grateful that we could see each other on FaceTime and say our love love love you’ to each other. Only until I meet her at the Eastern Gate ..so happy you are with Joe and Missy again! I will see you later my sister…. You’re always in my heart. Thank God nobody can take that away from us!!!! I will see you on the other side!! Glad Duane Allen made you happy💕💕🎼🎼😎😎

Dear Family,

  I can not believe this she was such a nice lady and a great friend. the vfw is going to be lost with out her. When our younges son had to get the bus for school and we had to leave for work Jo would make sure Brian always got the bus. Will be missed.  mike and gen wilsey
